Education Fair is a concrete manifestation of social fairness in education, promote educational equity has become a national basic education policies and objectives. Equitable access to higher education as part of education equity, the current has caused strong concern of the community. With the advent of higher education popularization, expanding enrollment, all walks of increasing access to higher education. People are not satisfied with the status quo, the pursuit of high-quality, high-level, and so that every candidate enjoys the opportunity to voice their ability to meet the admission increasing.But higher education resources, especially high-quality education resources are very limited, currently phenomenon certain inequalities exist in Chinese universities is already a fact, opportunity to receive higher education gap between urban and rural candidates, candidates in different regions and different sectors of the candidates a lot. Although the government in order to promote fair education made many efforts, but in reality inequities still exist to varying degrees.Public policy as China's party and government social tool, its use is appropriate, the effect is directly related to solving social problems.
