As a subsystem of education, college entrance examination system is the primary way of distributing college entrance examination opportunities, which has a far-reaching influence on the society. In present, it is attended by people and the fair of the selection mechanism is concerned. The higher education has been changed from the elite to mass, so the high level and high quality education is urgently needed. And the core of education reform focus on the improvement of college entrance examination system and ensure the fairness of the system. In recent years, the problem is discussed hotly which comes from exam-oriented education and corruption. And these critics play an important part in some shortcomings of the education system. The original intention of present thesis is to provide useful reference for the admission policy developed by the government. All of this is based on the analysis of the college entrance examination system, the approbation of its historical role and the reorganization of its limitations and shortcomings. From the perspective of education equity, maximum educational opportunities for equity was advised in the Long-term Education Reform and Development Plan and 12th Five-Year Plan under a balanced development of education, especially higher education, to protect a fair starting point for higher education. It is point out the direction of reform of college entrance examination system in China:The fairness of higher education and enroll new students should be emphasized. And the solution to the unfair in this system will bring a balanced development of the entire education system and promote harmonious and stable society, which is guiding the reform of college entrance examination system and the ultimate goal.The study on the college entrance examination system should follow certain rules. The right conclusion is obtained from rational method of analysis. In present thesis, the follow methods are applied such as literature analysis, comparative study, theoretical research methods, and historical research method. The current phenomenon of college entrance examination is studied. In present thesis, the college entrance examination system of China is studied base on the institution change theory of Douglas·C·North, justice principle of Rodgers and needs theory of Maltose. The college entrance examination system comparison with the United States and Russia is conducted and the reform plan is final designed in final. The main innovation of this thesis is that the integrated use of theory of justice and the institution change theory are applied to analysis the college entrance system, the two joint college entrance examination system as a fair analysis of the relevant issues and develop the theoretical basis for countermeasures; and focused analysis of the United States and Russia in resolving the problem of unequal access to higher education on the unique features of the pioneering initiatives, proposed a series of reform proposals base on the status of the college entrance system and look forward to change the trend of the college entrance examination system in the future.The thesis is organized as follows. Section 1 gives the background, significance and literature review of present study. And the innovations and shortcomings of present study are also presented. Section 2 gives the theoretical basis which includes the institution change theory of Douglas·C·North, justice principle of Rodgers and needs theory of Maltose. Section 3 analyzes the status quo of the college entrance examination system of China. Firstly, the meaning of college entrance examination system is discussed and the relative rationality of college entrance examination system of China is also discussed. Finally, the unfairness of the college entrance examination system of China is summarized. Section 4 gives the comparison between the college entrance examination system of China and the United States's, Russia's college entrance examination system to explore the idea of reform of China's college entrance examination to provide reference. Section 5 presents the college entrance examination system reform ideas. Base on the above analysis, a few of reform proposals and measures are proposed for the college entrance examination system. It mainly includes that effective monitoring of enrollment mechanism, which is based on the total number of candidates for the provincial school-age proportion of benchmarking indicators, should be established and the standard of a test for life should be changed; the limitations of the household registration system should be broken and the higher education laws and regulations should be improved and a correct perspective of higher education should be established; the university funding system and the compensation mechanisms of vulnerable groups should be improved and other forms of higher education should be developed. These policy proposals is based on the investigation and in-depth analysis the college entrance examination system of China, hoping to promote the entrance of the selection mechanism of scientific talent, fairness and equity in providing reference and contribute to the college entrance examination system.
