Russian Tactics System Is Fair

The Decision on trying having Examination of National Unity signed by Mikhail Kasyanov,Prime Minister of Russia on February 16,2001 indicated that the Russian government began to reform the university entrance examinations.The major reform in higher education against the original self-enrollment system designed to maintain the fairness in education,and unify the educational space for the mind. It was a comprehensive reform.The Russian system of the university entrance examinations and fairness in education will be analyzed and examined in this paper and then implications of the system of the Russia for China can be drawn.In the introduction,a brief analysis was carried on about the Chinese reform of the system of university entrance examinations and the problems among them, and then questions were raised based on the analysis.Meanwhile the necessary exposition on the significance of this research and related preliminary studies was made.The full paper includes four parts:In the first part,the method of historical analysis was used,focused on the history of the Soviet-era system of university entrance examinations including the background of policies made,the changing track,so that a historical understanding on educational fairness issues was had from a historical perspective Then the developmental clues of the system were found out and the causes and effects of mutual relations were explored.In the second part,the analysis about the Russian reform of the system of university entrance examinations was carried on.First,the various factors influencing the educational fairness were found out among the Russian system of university entrance examinations.And then unfair factors in the Russian system of university entrance examinations were analyzed,including economic,political, social and cultural factors.In the third part,the Russian reform of the system of university entrance examinations was analyzed,including the meaning of the Russian system of trying having Examination of National Unity and its nature to interpret the system of educational fairness and protection mechanisms made of the Russian system of university entrance examinations,and the implementation of the national unified examination system and its evaluation Features were analyzed,designed to have a new awareness on the relationships between the Russian State Examination and educational fairness.In the fourth part were the implications of the system of the Russia for China: The sameness and the differences between China and the Russia in the system of university entrance examinations and educational fairness were compared with the method of comparative study,aimed at Offer some suggestions and information on the settlement of the issues in the process of our system of university entrance examinations and educational fairness.
