College Entrance Examination is one of the ways to change the fate of students.Its admission policy is not only related to the vital interests of every examinee and family,but also has a certain impact on the social and economic life of the country.The regional quota policy of college entrance examination is a planned admission policy which has been implemented for a long time in our country.Over the past few decades,the policy has played an important role in balancing examination fairness with regional fairness.However,due to the differences in population,economy and other aspects among different regions in China,the distribution of educational resources in different regions is uneven.The problem of fairness in the implementation of the regional quota policy of college entrance examination has not been effectively solved.Using the theory of gradual decision-making to analyze the current regional quota policy of college entrance examination admission indicators,find out the focus of the problem and propose solutions to ensure that the admission policy in the implementation process to achieve maximum fairness is the focus of this paper.This paper mainly uses the policy text analysis method,statistical analysis method to study the policy fairness of the regional quota of China's college entrance examination.The main contents of this paper include six parts: firstly,the significance,purpose,domestic research status and related concepts of the subject research are summarized,and the regional quota policy of college entrance examination admission indicators is analyzed by using the three principles of gradual decision theory,and the historical evolution of the regional quota policy of college entrance examination admission indicators is discussed.On this basis,the paper analyzes the value orientation of the regional quota policy of the admission index of the college entrance examination,analyzes the fairness of the current regional quota policy of the admission index of the college entrance examination again,and points out that the regional quota policy of the admission index of the college entrance examination is an important talent selection policy in maintaining the admission of the regional college entrance examination.Fairness,the right to education of disadvantaged groups and the promotion of social class mobility play an important role,but the policy also has regional differences in admission score line,admission quota distribution and access to high-quality higher education resources;finally,on the impact of China's college entrance examination admission indicators of regional quota policy This paper analyzes the reasons for the present fairness and puts forward some policy suggestions.It points out that the factors that affect the realization of the fairness of the regional quota policy of the college entrance examination include the unreasonable regional distribution of higher education resources,the mode of sharing and co-construction of colleges and universities,and the development level of basic education determined by the regional economic level.It is suggested that the reform of the regional quota policy of college entrance examination should be carried out step by step from two aspects: perfecting the college admission policy and adjusting the distribution of regional resources.
