Higher education self-examination is a form of higher education combining self-taught,,social assistance and national examination. Social assistance makes up for the shortcomings of self-examination system. Today Colleges and universities have become the subject of social assistance.But today there are serious problems in this field.The quality of social assistance, as the lifeline of self-taught,has deteriorated. The crux of the problem, not just a part of the responsibility of colleges and universities, is the result of mutual influence of a variety of factors. The macro-level reasons includes:antiquated ideology of the government,imperfect laws and regulations, simple administration, weak management team.The micro-level causes includes:temptations of economic interests,intense enrollment competition, low self-quality candidates, external factors impact to candidates,etc.To improve the quality of social assistance, it requires an external and internal interaction, macro-and micro-level interaction. It requires the government improve laws and regulations, strengthen the links of supervision and evaluation to students, strengthen macro-management; Also it needs the colleges and universities correct thinking, innovative training model, standardized management, improve the quality of management, strengthen the contingent of teachers, improve the learning environment. Only the external quality assurance system and internal quality assurance system interact together, it is possible to improve the quality of self-taught.
