At present, the teaching reform in universities fell into a hard dilemma. A deep understanding and maturity to grasp the basic issues of teaching reform in universities is the most important prerequisite of an effective solution to the contradictions and difficulties of the teaching reform in universities. The study aims to reveal the problems of the basic issues of teaching reform in universities in China, exploring the path to solve these problems, and to provide the significance foundation for building the methodology of teaching reform in universities.This study generally uses empirical paradigm. Mainly through literature analysis and survey methods, by dint of some theories in related disciplines, this study probes into the three basic issues of teaching reform in universities, namely how to establish a reasonable value orientation of teaching reform in universities, how to keep the interests of the relationship among the various interest groups in balance, how to adjust the cultural conflict of teaching reform in universities. Finally, put forward the idea to build the methodology of teaching reform in universities on the basis of empirical research.Judging from the target of value, the transmutation process of the value orientation of teaching reform in universities in China generally is the process of move toward humanization and modernization, but also highlighted the problems of "over correcting" and "rush headlong into mass action". Among the value orientation of teaching reform in universities, learning from each other and mutual absorption is the main trend, the results of learning and absorb is "Hehe". The production of value-oriented of Heheism of teaching reform in university depends on that the main faculties and staffs of teaching reform in universities grasp the sense of "Hehe" of the infinite universe, clearly reveal the thought of "Hehe" and dialectical and as set up the remarkable idea of university.Students and teachers are the core stakeholders of teaching reform in universities, instructional leader and government are the importance stakeholders and the industry is secondary stakeholders. However, the core stakeholders have the least resources available and the smallest powers in China. In fact, the interaction among interest groups of teaching reform in universities is the respective interaction of their rights and interests. Overall, the interest conflict of teaching reform in universities is conflict of transition type or loose type. The subjective factor of causing the conflict of interest among various interest groups is their imbalances of the expression of interests and power gambling. To adjust the relationship of rights and interests among various interest groups, it must firstly build and perfect the mechanism for expression of interest, followed by the keeping balances of universities of powers of internal and external.The positive impact aroused from cultural conflict on the teaching reform in universities is to initiate the university people's cultural criticism and promote the transition of teaching culture, and the negative impact is that undermine the University's cooperation and impedes the development of teaching reform in universities. Faced with different types of cultural conflict, it is necessary for the university people to learn to face up to the crisis when it is in stage of cultural crisis, to develop the habits and methods of cultural criticism and cultural reflection when it is in the stage of cultural awareness, to develop the useful and and discard useless when it is in stage of cultural innovation, and to do our utmost to abandon dualistic mode of thinking when it is in stage of cultural integration. In addition, the adjusting of cultural conflict among the different culture subjectivities is also described.This study discusses the meaning, characteristics, theoretical foundation and elements of the methodology of teaching reform in universities. It also suggests that strengthening and improving the study on basic problems of teaching reform in universities contribute to the building of the methodology of teaching reform in universities. Thus, it should seek change in the keynote and perspective of study. That is, try to make the focus of the study from contents of teaching reform to the strategy of teaching reform, make the perspective afrom single discipline to multi-disciplinary.The study concludes that not only the "Hehe" of value orientation but also the adjusting of the relationship of rights and interests and the adaptation of cultural conflict will face the impedance and constraints from the existing system of teaching management. Only when the government departments and universities work together to make the comprehensive management of Universities, the basic issues of teaching reform in universities can be resolved better.
