A Study On Employment Promotion System For Students Of Higher Vocational Schools Under The Background Of Industrial Structural Change In Beijing, Tianjin And Hebei Province

The employment of college students has become a hot topic in higher educationcommunity in2013. Many media use "the hardest job-seeking year in the history" todescribe the current employment situation. It is a vital importance to realize fullemployment for students in vocational and technical schools which can help regionaleconomic development, industrial change, social development and stability. In recentyears, with yearly enlargement of college enrollment, the employment situation ismore critical, especially for vocational and technical college students, the lowgraduate employment rate has been the first and important issue.Currently，from domestic and foreign research status, western employmenttheory majors from Keynesian Unemployment Theory, it analyses employmentthrough the perspective of unemployment. In recent years, Chinese scholars have alsodone a lot of investigation and research according to the employment for collegestudents, and relevant thesis piles up one after another. But most of them focus on twoaspects. On the one hand, their research object is always undergraduate, not thestudents in vocational and technical college. On the other hand, their research alwaysdiscusses how to improve the employment rate. However, the factors which caninfluence employment quality and levels have been less surveyed. Therefore,especially for higher vocational and technical colleges, they all haven’t formed anemployment promoting system. This paper mainly focuses on the employment ofhigher vocational and technical colleges. By analyzing the current employmentsituation and influential factors, this research tries to explore a comprehensiveemployment promoting system for higher vocational and technical students. Therefore,this paper briefly describes some concepts of higher vocational education, regionaleconomic development and industrial structure adjustment which provide a theoreticalbasis for further research. Secondly the paper introduces the structure changes,adjustments and joint development and analyzes Tianjin’s position and the demand fortalent in the process of joint development in Beijing, Tianjin and Hebei province.Necessity and feasibility of establishing Employment Promotion System for Studentsof Higher Vocational Schools have been found out in this chapter. Thirdly, thecreatively design for Employment Promotion System of Higher Vocational Schoolscan improve the quality of employment. Finally, the empirical analysis of Tianjin Metallurgical Vocation-Technology Institute provides some reference for researchingand popularizing the employment promotion system.Based on the study, the students are considered "products" of higher vocationalschools. The process of training students is similar to making products. TheEmployment Promotion System for Students of Higher Vocational Schools is aproduction line which can develop the students’ ability, improve the quality of trainingstudents and push forward regional economic development and industrial structurechange, all of which provide use help for the person engaged in higher vocationaleducation.
