Research On The Status And Countermeasures Of Coordinated Development Of Higher Education In Beijing-Tianjin-Hebei Region

To promote the coordinated development for the Beijing-Tianjin-Hebei region is a major national strategy,which is the needs for building a new future oriented capital economic circle,promoting the innovation of the system and institutions of the regional development,making the Beijing-Tianjin-Hebei region have complementary advantages,promoting the development of Bohai Economic Zone and driving the development of northern hinterland.Higher education is not only an important part of the Beijing-Tianjin-Hebei region society,but also an important driving force for the coordinated development of the coordinated development for the Beijing-Tianjin-Hebei region.The coordinated development of higher education is the inevitable requirement of the development of for the Beijing-Tianjin-Hebei region.However,there are many problems in the practice of higher education in the Beijing-Tianjin-Hebei region,such as higher education resources are unevenly distributed and a one-way flow trend,and the level of cooperation in higher education has been low,which greatly restricting the role of higher education in promoting the coordinated development for the Beijing-Tianjin-Hebei region.Therefore,it is of great significance for promoting coordinated development of the Beijing-Tianjin-Hebei region to research the main problems of the coordinated development of higher education in the Beijing-Tianjin-Hebei region by the means of data analysis,and to dope out effective solution strategies.Firstly,the concept of the coordinated development of higher education in the Beijing-Tianjin-Hebei region is clearly put forward by defining the basic concepts of Beijing-Tianjin-Hebei region,higher education,coordinated development.On this basis,the two meanings of the coordinated development of higher education in the Beijing-Tianjin-Hebei region,internal coordination and external coordination,are analyzed and the relationship of the internal coordination and external coordination,promote eachother,is pointed out.The key to promote the coordinated development of higher education in the Beijing-Tianjin-Hebei region lies in its ability to promote external coordination through internal coordination,and making the high education form good interactive system of structure and function.Secondly,the coordination degree of higher education development in the Beijing-Tianjin-Hebei region,from 2010 to 2014,is evaluated by building index system of regional higher education comprehensive development and the System coupling coordination model of higher education development in the Beijing-Tianjin-Hebei region,and collecting the data.The results showed that the development level of higher education in the Beijing-Tianjin-Hebei region has been in a very uncoordinated state.Thirdly,based on the analysis of the dynamic mechanism of the generation and action of higher education development in the Beijing-Tianjin-Hebei region,the development level of the dynamic mechanism is investigated.The results showed that the endogenous motivation has blindness,whose role is limited as the lack of macro guidance,and the exogenous power is lack of overall planning,so as that the resource sharing channel is not smooth and the security mechanism is lack.Finally,aiming at the problems that higher education level of development in the Beijing-Tianjin-Hebei region is extremely inharmonious and the development of dynamic mechanism is limited,some countermeasures are put forwarded,including that to strengthen the inner mechanism and the external mechanism,and the establishment of the system of long-term mechanism.
