| By quantifying social economic phenomenon, statistics focuses on investigating and reflecting such phenomenon. In China, statistics is primarily undertaken by government, and the main task of the Department of Statistics, which serves as one of the functional departments of government, is to provide the Party and government with information for general decision, inquiry and reference.The notion of Building service-oriented government, Strengthening social administration and the function of public service was proposed at the 16th Representative Conference of CCP. After being introduced from the Former Soviet Union and developing during the period of plan economy, statistics of our country has been reformed at various aspects for nearly twenty years and undergone profound change in terms of system and method. There are still some aspects, however, such as notions, behaviours and rules of statistics, not consistent with the general rule of other countries of market economy and the requirement of establishing service-oriented society. Since the Department of Statistics is part of the government, and statistics is government behaviour, it is essential to keep statistics in line with the current international rules and the requirement of establishing service-oriented society. As China has become a member of WTO, the economic administration behaviour of government should be consistent with global trade rules, the promises made to WTO, and the general international market economic principles. The most potent is that the Department of Statistics should reflect the requirement of building service-oriented society.This purpose of the essay is to give a brief statement on the current government statistics system of China and an analysis of some flaws of it in the process of establishing service-oriented government. Combining the theories of public service and product with international routines, advices on how to make the fit with the goal of building service-oriented government will be proposed. |
