The comprehensive evaluation method for vocational skills of maintenance personnel is an important basis for scientific management in urban mass transit. Accurately comprehensive evaluation, which is used in urban mass transit, is in favor of the optimal allocation of human resources, improving the efficiency, reducing the cost and accident rates. A large amount of research work has been made in domestic and foreign. The most work is generally applied to the comprehensive quality of staff, on the contrary, rarely to the vocational skills of maintenance personnel in urban mass transit. Although the general evaluation method can be applied to the maintenance personnel in urban mass transit, is unable to effectively evaluate the real situation without considering the own characteristics to the workers. Therefore, this article studies multiple Improve links such as evaluation index system, evaluation method, the weight determined etc. to evaluate the maintenance personnel. The paper mainly research work include:1. Construction of vocational skill evaluation system combining the characteristics of the work of track maintenance workers. The evaluation system is divided into static and dynamic evaluation system by using the introduction of Mixed-tree structure. The evaluation indexes and the evaluation method are given respectively2. Using the fuzzy matter-element to evaluate the comprehensive quality of staff. The mixed weight is introduced to determine the compound fuzzy matter element and determined by the comprehensive of subjective and objective weight. Subjective weight is determined by the analytic hierarchy process (AHP) and objective weight by entropy method.3. Dynamic evaluation is used to evaluative the equipment maintenance capability of the track maintenance workers. First, study the method of weight determination of dynamic evaluation indexes though giving the change of the relevant factors Δ in different maintenance periods. Secondly, research the improvements of evaluation value though the change of evaluation results. The dual incentive to the line of control methods is used to determine the improvement points and improvement value in positive and negative direction. Finally, improve the value of evaluation though giving positive and negative improvement factor.4. Comprehensive evaluation based on the combination of static and dynamic evaluation results, which discusses two different evaluation methods and evaluation steps. The λ, the ratio of static and dynamic evaluation results, reflects the evaluators to focus on the degree of static and dynamic evaluation results. Different value of λ can produce different effects on the comprehensive evaluation results.The results of the comparison between comprehensive evaluation method and the analytic hierarchy process (AHP) are consistent, which show that the comprehensive evaluation can be a real and effective to reflect the actual level of vocational skills in track maintenance workers. At the same time, compared to the analytic hierarchy process, the comprehensive evaluation method has a great advantage in establish evaluation system, diversity of evaluation methods and evaluation results, flexibility analysis of evaluation results etc. This proves that the method can be more scientific evaluation of the vocational skills of the track maintenance personnel, which has great practical significance.
