The title structure of teachers can not be ignored in the universities personnel management.Reasonable title structure can promote the development of institutions of higher education,and improve the quality of university teaching and research. With the development of economic and social and the university itself in recent years, the original structure of university teachers policy has lagged behind the pace of development of higher education in China.Therefore,it is necessary to study the rationality of the structural policy of universities' teachers.The study has selected different types of colleges and universities as a case study, analysied the characteristics of the title structure of their respective teachers to explore the structure of university teachers in different types of rationality and its characteristics, and provide a reference for the reform and development of higher education of university teachers.The rationality include two connotations on levels, the one hand, from the scientifically, it contains the meaning of "together facts, rationality,togetherlaw and logical"; the other hand, the perspective from value judgments, contai-ning the meaning of "co-the purpose of rational thought, coprinciple "and" should ".The writer think that rationality must meet the two requirements, they are basic rules and logic of the development of things, and combine the two areas. From this point of view, the rationality of the university teachers structure reflects three dimensions:first, the structure of university teachers should united the scientific value, secondly it should reflect the unity of the history and reality; third it should plan the activities to achieve the best results from the aspect of regulate activities of people rationaly.The paper has studied the cases of four different levels and types colleges, and then study the problems of the current structure of university teachers' title,by analyzing the rationality of the college teacher appraisal system for teachers title structure,it has discovered the irrational structure of colleges in the management process of professional titles, reflected many deficiencie and shortcomings of the existing policies.This paper argues that to achieve the rationality of the title structure of teachers should do the following.First, grasp the reasonable structure and policy environment of university teachers. Including the economic environment, higher education status and universities to their own circumstances. Second, to handle a number of relations in the University,Including the relationship between governments, organizations and teachers' individual value,a reasonable relationship between the policy legitimacy and universities practice, the relationship of the policy authority and flexibility.Third, it should adjust the original policy of the university teachers:First, expand the autonomy of the university teachers in the title structure management; rich university teachers structural policies, such as:increase the assistant professor and employ more part-time teachers based on contract.Cancel the titles of tenure of teachers.Third, establish different levels of professor's title.
