College implement merit pay to teachers has become a major issue of the development of higher education. College teachers have high level of cultural quality, and scientific knowledge. they also bear the tradition culture, and the task of training innovative talents. They are the main driving force of the development of the higher education in China, and the main force of the university forward. With the influence of improvement of our country economy level, the development of cause of higher education and the distribution system reform of the institution, etc, in order to adapt to this change, at the same time in order to meet all the aspects demand of the college teachers, college began to implement the teachers performance wage system reform. The execution of the performance wage system reform have a significant impact on the development of the cause of higher education, the development of colleges and universities in our country, and teachers’ salary structure and income levels. Wage structure is divided into: post salary, salary pay, merit pay and allowance subsidies. Among them, merit pay is an important part of the reform. The payment of part of merit pay is based on the study of the performance appraisal of teachers evaluation. The excitation of performance wage system reform is also reflected by this part. The performance wage system reform, it’s advantage is obvious, but at the same time to mobilize the enthusiasm of the teachers’ salaries, due to the development of the system has some not mature, and the influence of internal and external factors, appeared some problems in the implementation process. These make some problems,such as the executive of the system in the colleges and universities in our country capability, and many colleges and universities teachers incentive effect is not obvious. These hindered the implementation of the performance salary system reform to a certain extent. Therefore, how to ensure the full implementation of the performance salary system reform, to teacher’s incentive, equity, etc, become the key issue.This article mainly users the historical method, literature analysis method, experience summary method, comparison method, with time as the main line, reviews the history of the wage reform development in our country, taking history as a mirror. And in the study and analysis which is based on the status of the current university performance wage system reform, we could found that there still are some phenomenons in the performance wage system reform in colleges and universities. Such as the lack of relevant legal policy support, teachers’ cognitive biases, performance-based pay structure is not reasonable, the performance appraisal system is imperfect, and so on. Through analysis on the cause, we could find the problems in the current college performance salary reform. At the same time, by studying and analyzing the situation of the performance wage system reform in the United States, Britain, Germany and Singapore university, summing up experience, then putting forward the corresponding policy adjustment suggestions for the problems in the implement of colleges and universities: improve the related legal policy, to ensure the reform laws; To change the teachers’ ideas, do a good job in ideological publicity; optimize the structure of merit pay, give full play to the incentive effect; Based on teachers’ characteristics, to establish scientific evaluation system; Create the supervision system, promote the development of the reform is good; Increasing financial investment, to ensure sufficient funds. To make sure the accomplishment of the performance wage system reform in colleges and universities.
