At present, Xinjiang is facing a comprehensively advancing Xinjiang by leapsand bounds this great historical opportunity. To promote Xinjiang to achieve leapfrogdevelopment,relying on the assistance of the economically developed areas not asingle capital projects and equipment does not work,must have the talent to match.Xinjiang not only faced with the unfavorable situation of brain drain,lack ofsufficient attractiveness,unable to attract more foreign talent into Xinjiang. The lackof human resources in Xinjiang is the most important factor leading to economicdevelopment has lagged behind,and also restricts the most important factor ineconomic development in Xinjiang.In this paper, the above understanding as a starting point, draw on previousresearch results relating to human resources, human capital, brain drain, and theattractiveness theory under the guidance summarizes the scientific content and theessence of the theory of the brain drain, the use of the attractiveness evaluation modeland rate of brain drain Empirical analysis of the Current Situation in Xinjiang, acomparative analysis with our four other ethnic minority autonomous regions andeastern, central and several provinces in the west, the problems in Xinjiang arediscussed in detail to attract talent to stay specific measures of live talent, talentdevelopment by leaps and bounds in leaps and bounds in Xinjiang context of how toimplement advice.
