With the advent of the information age,global resources and information have become more transparent,making competition among countries more intense.Economic development is inseparable from the important role played by human resources.Abundant human resources can enable sustainable economic development,and economic development also affects the interactive transformation of human resources.In the increasingly fierce international competition,human resources are more important.Is playing an important role.Compared with other countries,Russia is a country rich in natural resources.Although these have brought many benefits to Russia and people’s living standards have improved rapidly,the outflow of people from Russia has become a major problem in recent years.The problem of human resources is One of the important issues in Russia right now.From 2014 to 2016,Russia’s economy has been in a state of negative growth.Although it has improved in recent years,Russia’s GDP growth rate in 2019 was only 1.3%.Entering 2020,the impact of the new crown epidemic has made the Russian economy even worse.The economic development in China has caused serious problems in human resources and a large outflow of talents.Aiming at the problem and characteristics of the brain drain in Russia,this thesis digs out the external development environment factors and personal development environment factors of the brain drain in Russia,and enriches the relevant research in Russia in theory.At the same time,it clarified the reasons for the brain drain in Russia,understands the impact of this process on the Russian economy,and learns from the experience of other countries in attracting talents,and measures and suggestions for the future development of Russia to induce brain drain.The thesis thoroughly investigates the Russian brain drain from four aspects: the related concepts and theoretical basis of the talent flow,the total amount and structure of the Russian brain drain,the comprehensive investigation of the reasons for the Russian brain drain,and the method to solve the Russian brain drain.First of all,the main reasons for the brain drain in Russia are analyzed from two aspects: external development environment factors and internal personal development factors.The external development environment factors include: economic development level,technological development level,living standard and living environment.Internal personal development factors include: economic income and personal income.Secondly,in view of the loss of domestic talents in Russia,this chapter explains how to ensure talent retention and how to attract talents.Learning from the US policy of attracting talents and the US’s reward system for foreign experts,as well as China’s talent retention system,mainly include measures such as emphasizing talents,improving the legal system for talents,raising the level of treatment,creating a good development environment,and establishing science funds. |
