In today's world, international competition is becoming more and more fierce when science and technology advances by leaps and bounds and knowledge economy is beginning to show an inking. The higher education is shouldering important historical mission for training high-level professional personnel and creating new knowledge. The developing level of higher education is decided to a great extent by the faculty's overall quality. The strategy of developing the western region provides a broad stage for Xinjiang economic and society development, the Xinjiang economy has had to realize that to catch up, it needs tens of thousands of high technology professional personnel. It is an important tasks for the development of Xinjiang higher education that to study how to countermeasures the faculty human resources brain drain. That can encourage and bring the enthusiasm and the creativity of faculty, and also to exploite teacher's advantages to the full. It will make faculty face to a higher request which proposed to the higher education by the comprehensive construction well-off society. The study is vital practical significance in Xinjiang where was in west underdeveloped region and short of local talented persons.On the basis of studying special traits within faculty resource management in higher education, the characteristics and the position and role have been clarified in the development in higher education. Based on the theories and models of talents'flow, the research summarized profoundly the causes and results of brain drain through the analysis of the present situation and characteristics of faculty human resource brain drain of higher education institutions in Xinjiang. Furthermore, the research puts forward the effective countermeasures that will solve the problems of faculty human resource brain drain of higher education institutions in Xinjiang. The solutions are in the level of macroscopic and the whole of university interests to dispose, develop, encourage and integrate the teachers as a whole which will make the best possible use of men and improve the quality of the whole teachers which can improve the whole efficacy of higher education institutions in Xinjiang, cohesion and comprehensive competition which the higher education institutions in Xinjiang can be in an unassailable position in the more serious university competition.
