In2003, a new round of group forest ownership system reform firstly implemented in Fujian and Jiangxi provinces, known as the "3rd land reform".Yunnan Province, known as a forestry province, began the pilot reform of the new group forestry ownership system from2006and completely implemented from2007. All relevant supporting reform is now completed. Under the policy of "one village, one policy" in Yunnan Province, Quanfu manor (in the Ha'ni people Village of Yuanyang County) was just implemented a "certificate issue" change in such a vigorous reform, that is to confirm the ownership, hand out certificate to each family, perform group management, so it makes little improvement to villagers benefit.The Ha'ni people's traditional substance culture in Quanfu manor, with the structure of "forest, village, terrace, river", determines it to keep a large area of forest to provide water to maintain the terracing system. The complete management mechanism in Quanfu manor protected its forest well to a large degree. While Ha'ni's spiritual beliefs also impact on forest ownership arrangements. The above three aspects from substances, system, spirit shown Ha'ni cultural adaptation to the natural environment. Meanwhile, the system arrangements of forest ownership reform is affected by the social environment on the contrary. Although only "certificate issued" in Quanfu Manor, the reformation is still in progress. This is an interaction of the village and country, also adaption to the whole environment. During the reformation, Migu and village committee were both used to deal with the relationship in the clan.In a word, the reform model in Quanfu manor was a necessary result for culture to adapt to the natural and social environment.A policy system change need to consider the local cultural characteristics, implement government-led system which also up to the local realities and farmers need, so that the new system have better performance.
