Chinese language education in Indonesia has been prohibited for32years, itcaused nearly three generations of Indonesian overseas Chinese people could not learnChinese language, Indonesian Chinese people associations are also forcibly dissolved.After the relationship resumption between China and Indonesia, the government hastaken a more enlightened and liberal policy, thus Chinese language education inIndonesia has recovered. Over the past decade, the Chinese education in Indonesia isgradually restored, however the recovery process of Chinese education is very difficult,facing the source of teachers, teaching materials, funding, students and other issues.Chinese teachers are the core part of Chinese language education, so the Chineseteacher shortage problem in Indonesia must be addressed, such as the development ofyoung local Chinese teachers. In recent years, Chinese language education institutions inIndonesia continue sending local Chinese teachers to study in China to further improvetheir Chinese language teaching level, in order to develop Chinese language educationrapidly. In the process to solve teacher problems, the institutions had encounteredfinancial problems. To solve the problems above, Surabaya Zhixing University(Universitas Widya Kartika) has also taken effective measures. In2007, this universityand China Hanban by the support and help of Chongqing Normal University, openedHualian Zhixing Chinese Teaching College, using the "two plus two" learning method.Due to both sides has established international partnership, this college's teachersconstitutes a "diversification." This "diversification" of teachers has a close relationshipwith the faculty qualifications, appointment, evaluation and promotion, training andtreatment. In September2011, this study had interviewed all Chinese teachers in HualianZhixing Chinese Teaching College. The teacher management condition of this collegehas learned from the interview results, found the need to improve some aspects andoffered some suggestions to solve the problems. Hope that the Indonesian Chineselanguage education, teacher management and teachers' quality of Hualian ZhixingChinese Teaching College could improve continuously.
