This paper takes the Monthly performance assessment of Oil Production plant NO.1 of Qinghai Oilfield company as the key research subject. By the contrastive analysis of the explanation and application of the basic concepts, theories and methods of performance appraisal, this paper discusses about the application of performance appraisal in the lower-level company; this paper analyzed the current situation of performance appraisal application and points out the existing problems; this paper introduces the concepts of "per capita oil production" and "per capita profits", on which basis the author introduces and establishes the Monthly performance assessment System.In this paper, the Monthly performance assessment System changes the evaluating method from the one on the principle of Quarter evaluation into the one of monthly appraisal supplemented by quarter basic work review. This system comprehensively implements the evaluating method based on the "per capita oil production" and "per capita profits". It also carries out the evaluating method of "index quantification, monthly clearance, and strict encashment". In this appraisal system, the author reasonably sets the firm-rank bonus coefficient, taking such objective factors into consideration as production plan, employment situation, labor intensity and physical geographic environment, etc. The author also sets the post prize according to such factors as employee skills, post labor intensity and post difficulty.In this paper, by the analysis of the current job task, the author tries to set part of the evaluating index playing the key role in task completion; the author also establishes closed-loop evaluating procedure and improve the mechanism of monitoring, reward and punishment; the author sets up the digitalized evaluating program to reduce the personal-factor-related influence in the evaluating process.This evaluating method aims to implement the monthly work plan execution, strengthen the monthly accounting, quicken the settlement rhythm, and enhance the economic benefit. With the purpose of establishing market management mechanism, this evaluating method also helps to realize the company leaders function shift from production organizer to operator and manager.With the hope to realize the company strategic objectives and increase the company competitiveness and strength, this paper aims to establish performance measurement standards and operational approaches, so as to motivate the employees'work initiative and improve company execution and creativity.In this paper, full description has been given to the establishment and implementation of Monthly Performance Appraisal System in this Oil Production Department of Qinghai Oilfield. At the same time, this paper hopes to give some instructions to other oil production firms in the aspects of strengthening the performance management and implementing the monthly performance appraisal.
