Performance appraisal as a human resources management tools and methods, many units have actively explored, and put into a larger energy. Unfortunately, the real performance appraisal to achieve the desired purpose by the unit is very small, most of these units is not ultimately become a mere formality, that is, abortive. The reason is because we are in many cases the understanding of performance appraisal are not comprehensive, systems and even misunderstandings that led to the high value of the work is not the expected results. One of the most crucial point is that in modern human resource management is a truly effective performance management, rather than the number of units to understand the kind of usual suspects-type examination, or evaluation. Therefore, how to strengthen the management of performance appraisal has become a number of units placed in front of an important issue.Performance appraisal has always been a human resource management activities in the important and difficult. With the increasing depth of reform, institutions must establish a people-oriented, high-performance human resource management model, but how the institution relates to the purpose of performance appraisal can be completed smoothly. In this paper, theoretical interpretation of this paper introduces the characteristics of performance appraisal of the institutions; in this basis, the performance appraisal of the current problems in public institutions were summarized and analyzed and proposed the establishment and improvement of performance appraisal system and institutions of thought.This paper introduced the basic situation of F Institute, the staff of the original performance appraisal index system to evaluate the standards, methods and the application of assessment results to the introduction of the original status of the staff performance appraisal of the original staff performance appraisal system to analyze problems, design a new employee performance appraisal program, including: design of performance appraisal program; performance assessment index system for the creation; the main assessment of performance appraisal, performance appraisal also discussed the implementation of the program, through the design a set of practical performance management system, to promote the Fire Institute to improve the management level.
