The largest development of Wireless City in the world is full swing in progress, but so far, we have found it difficult to find out a country or a city has completed construction of large-scale WLAN and successfully continued operation a model of wireless cities for reference and learning. Philadelphia, which proposed wireless city plan first, in 2007, reluctantly give up the plan; some of the metropolitan foreign cities that has completed the construction of wireless cities, except Singapore and a handful of cities due to successive years of huge government investment to maintain operations, the most of the other cities are beginning to reduce wireless hotspots, wireless cities around the world continuing operations seems difficult. Obviously, the city has a huge wireless market demand but it also faces enormous difficulties.In this paper, begins with the characteristics and typical application of the Wireless City, analyzes the domestic and international benchmark for the city's success in building a wireless city and failures, focusing on the organizational structure, project stakeholders, project needs of the wireless city building for analysis, a wireless city needs analysis model, to solve the current process of building a wireless city project, such as stakeholders demand uncertainty, business development model is not clear and other issues. Through the wireless city scenarios, behavioral needs, user groups and other in-depth studies to further features in Guangzhou, the government, business, personal needs, emotional and psychological analysis, mining of various types of user demand for wireless cities. Knowledge through project management theory and practice combine to carry out the project, proposed wireless city construction planning and business development model proposed for other cities going wireless city construction projects carried out with the reality of reference, will help China Mobile to promote the future of large-scale wireless city constructions.
