Fiscal Measures To Promote A New Type Of Urbanization With Chinese Characteristics

Urbanization is a product of social development, and it is also an important indicator of the level of modernization. At present, China is in the key period of building moderately prosperous society, urbanization has also entered the rapid development stage. It is urgent for us to find an urbanization path which is compatible with the current conditions, which can also promote the early realization of well-off society. Under that background, i study of urbanization based on the financial perspective.The text is divided into eight parts, which begins with a brief introduction to the issues' background, meaning, purpose and information sources; Secondly, i summarize the relevant theories of urbanization, take the concept of urbanization, the stage of development for example; The third part illustrates the relations between the urbanization and fiscal. In the fourth part, I review the development course of Chinese urbanization, and divide the urbanization process into four stages, then analyze the mutual influence between finance and urbanization in each stage, at last, I summarize the trend of urbanization in China; In the fifth part, I analyze the problems on the process of urbanization on the point of finance, which include big city disease, uneven development of medium cities, the unbalanced development between the big and small cities, uneven development of between the urban and rural areas, insufficient supply of public services environmental pollution and so on, so I come to the conclusion that the current urbanization model is difficult to sustain; In the sixth part, I explain the new urbanization's content and principles with Chinese characteristics; and then point out that the new urbanization with Chinese characteristics must combine with public finance; At last, i give some financial advices to promote the development of urbanization, including establishing new finance system, promoting the equalization of basic public services, improving the transfer payment system, building new tax system, broadening the sources of urban construction funds.In short, I analyze the process and problems of urbanization on the point of finance, and then come to the conclusion that we must establish the public finance system compatible to the new road of urbanization with Chinese characteristics.
