Nowadays, the competition pattern of international labor force market is formed; Chinese international labor force market will be more open as China already joined WTO. There is a huge developmental opportunity in labor force cooperation market in Henan province because middle China has a policy priority over the other provinces, and there is also a formidable challenge in this market in Henan province because this market is open world widely now. In such a background, it is a very important issue for H Company, a Henan foreign trade enterprise, to think about the strategy of operation and management. Facing the intensive competition from other major labor force exporting countries and other labor force exporting companies in China, there is an immediate necessity for H Company to solve the problems such as how to choose the company's developmental strategy and how to adjust the company's developmental mode by utilizing the governmental policy priority.This paper has first analysed the development status of the international service market, and has inquired into the characteristics of the main export of labor service trade in the world, and combines China's foreign labor cooperation development, trade pattern and city's field distribution, and has summarized the overall character sum trend of the China's foreign labor cooperation, and has carried out concise and to the point analysis to other markets of key country and trade kind. This text utilizes SWOT to analyse, and has studied superiority and inferior strength and opportunity that is faced with and threat to the foreign labor cooperation development of H company, and then has made clear the market positioning and the foreign labor cooperation development strategy of the H company, and has confirmed the implementation model of the H company foreign labor cooperation development strategy. The key market of the H company is the Asia, and the camera returns Middle East market, and Latin America market and Europe and America market are expanded as early as possible to African market, and give first place to with the professionalism export of labor service and forge the brand of self, and constantly open up the management domain of self with lateral regional cooperation.
