Facing with increasingly fierce competition in international market, industry cluster requires to reduce the dependence to the advantage of element resource improve the core competitive ability, and remodel the advantage of low cost to participate in the international competition. Tire industry cluster is no exception, the improvement of tire industry cluster competitiveness is not merely decided by tire production enterprises that form tire industry cluster, but also depends on the development of producer services. As a kind of management strategy, logistics outsourcing can integrate tyre production enterprise internal core resources and the third party logistics core resources effectively, and has been paid attention by more and more tyres production enterprise.This paper bases on the related theories of industrial cluster and takes the tyres industry cluster of Dongying city as an example, then analyzes the needs for third-party logistics and function orientation.Firstly, on the basis of describing the related theory on the third party logistics, industrial cluster, tire manufacturing and system dynamics, the paper analyzes the tires industrial cluster logistics status and problems of Dongying city. Then points out the dependence relationship between tyres industrial cluster and the third party logistics. Meanwhile the demand influence factors of tire industry cluster third-party logistics are analyzed and the system dynamics causality diagram is established according to the influence factors.Then, the system dynamic structure model is established based on system dynamics causality diagram, which includes two subsystems of the third party logistics demand and the third party logistics supply. Then, a equation is established for the structure model internal variables. Next, the initial value of model variables are determined according to tire industry clusters of Shandong Dongying, and the values of relevant factors are studied. On this basis, the model is simulated by applicating Vensim PLE system dynamics simulation software. Based on the simulation results, the key factors of the third party logistics demand for tire industry cluster are found by changing the variable value. Finally, this paper studies the third party logistics functions for tire industry-cluster based on the analysis of demands, proposes the basic functions including warehousing. distribution and common purchasing. In order to improve the supply capacity and reduce the logistics cost, information platform of socialization, sales promotion function, consultation and training functions is also studied.This paper studies in-depth the third-party logistics demand of tire industry cluster and function orientation, and provides a decision-making reference for establishing third-party logistics of tyre industry cluster.
