With the change of internal and external environments, the difficulty and complexity of engineering project management have been increased due to more and more risk encountered in engineering project. Thus, in a sense, the project management is risk management. The process of project control is actually a comprehensive risk management process. Comprehensive risk management is a systematic and dynamic control method to reduce the uncertainty through the project implementation process.In this paper, one plain reservoir project for national key water infrastructure construct is seemed as the research case. Considering the practical characteristics, such as, high investment, long period, complex procedure, more vulnerable to the impact of external factors and force majeure, et al., we identify and classify all the risk factors faced by the reservoir project from a different and overall perspective, analyze and assess comprehensive risk using risk integrated weighted model. In addition, all the way to deal with risk factors are analyzed, and specific response measures are drawn up, respectively. Finally, we study the theory and general principle of risk monitor, with which the risk monitoring results in certain stage are summarized.Taking account of the hydraulic characteristics of water projects, we construct one simple model for comprehensive risk management in water engineering project. This model has been utilized in the plain reservoir project during the process of risk management, which provides valuable ideas and methods for the future risk management in different fields. The model introduces one simple input and output form. We input feasibility report and preliminary design document, form one closed loop by combining risk identification, risk analysis, risk response and risk monitoring together. Accordingly, the whole process is straightforward and simple.In this paper, some contributions have been presented to extremely improve the effectiveness of water conservancy project risk management. First, we propose the concept of the comprehensive risk analysis. Second, a integrated model for comprehensive risk analysis has been built. Then, the applications of the theory and methods of risk monitoring, et al. are studied. Overall, the proposed comprehensive risk management approaches are also be valuable and available in other similar water projects in the future.
