With the deepening of economic globalization, rapidly development of information technology, consumers have increasingly demand about diversity and complexity of products. TO response to such changes, modular production is appearing. The characteristics of the division of labor in international IT industry and the modular features of IT products make the modularity become basic character of IT industry production. In the modularity production mode, the division of labor in international IT industry value chains deepens farther. United States, Japan and other developed countries become the leader in the network with their high research and brand marketing capabilities. As the core enterprises, they control the division of labor in international IT industry. But China's as a general module supplier in modular network organization still locates in low value-added manufacturing stage. Therefore, researching the modular nature and how to play its role in the formation of industrial organization play an important role of enhancing our international competitiveness of IT industry.This paper combine the research method of theoretical analysis and empirical analysis .Firstly, this paper set up the theoretical framework, and introduce modular theories and the driving force of industrial organization modular. Module production is flexible. It can meet the changing needs. Module production has been applied to production, the division of labor in global value chains, and formate of a global network of modular production. Secondly, by analysising of the global development characteristics of IT industry, we can see IT industry already have modular development conditions. Through see the layout of the global development of IT industry, we know that China is at unadvantageous position of global value chain. Next, combined with the global feature of IT industry developing, analysis the motivation of IT industry organization modularization from market, information technology, production technology and internal driving factors of IT industry. Then, put forward three models of industrial organization: enterprise group's internal modular network organization, the core enterprise coordinated network organization and the cluster modular networks organization, and explain them with successful cases at home and abroad.Finally, using the case of modularization development of PC industry illustrate the motivation of IT industry and organization model, and analysis the PC industry's globalised production network layout. China's IT industry's status and shortcomings in the global network of modular organization, for example, technology innovation ability is poor, module suppliers lack sustainable competitive advantage, core enterprise's radical shortage. This paper put forward the corresponding measures and suggestions: enhancement technology innovation, develop core ability, strengthen the cooperative competition, strengthen environmental construction, use comparative advantage and promote clusters to upgrade.This paper, through studying the modularization of IT industry, found modular strategy is changing the existing industry structure and is reshaping the microscopic foundation and basic structure of social economy essentially, make IT industry development has new connotation and meaning in modular environment. For China IT industry which has no dominant right in global competition, how to adapt to the change of modular environment and choice advantageous competitive path and strategy are the severe facts. This is helpful to China IT industry, especially the manufacturing industry get rid of low-end position in global value chain, control key nodes of value chain, and grasp the opportunity to embed into high-end of global value chain.
