Constructing Of The Cluster Innovation System In The High-Tech Industry Development Zone Basing On The Modularization

With the rapid development of science and technology and the arrival of the Knowledge Economy, setting up the High-tech Industry Development Zone has become a strategic choice for many countries to adapt to the intense competition. As a source of economic growth, it grows quickly. And because of the high investment repayment rate and the strong innovation ability, it has enormous prospects for development. How to enhance its competitive ability becomes an important question for the development of the region economy. On the other hand, Cluster Innovation System is the engine of increasing the competitive advantage of the High-tech Industry Development Zone, therefore constructed the Cluster Innovation System in the high-tech industry development zone is good for the Region continuable development.After understood the main characters of the High-tech Industry Development Zone, the paper divided the innovation system into birth stage and high-speed stage. In birth stage, the zone has not yet form a Cluster Innovation System. And in high-speed stage, the paper constructed a model of Cluster Innovation System, analyzed its innovation mechanism, and also discussed the hindrances when the High-tech Industry Development Zone within mature period.How to solve these hindrances? After introducing modularization theory and analyzing it's mechanism of innovation, the paper try to use modularization to solve these questions. Then, in order to promote the development of the High-tech Industry Development Zone within mature period, this paper constructed the model of cluster innovation system in high-tech industry development zone basing on modularization, and analyzed the constitutes, structures and the running mechanism of the system.Besides, the article analyzed the relationship between the new system and the regional competition ability. And understood the module innovation system is advantageous to the regional competition ability. In order to promote it, we analyzed its running environment, and proposed the corresponding countermeasures.
