The Policy Research Of Low Carbon Economy Development In Our Country

Low carbon economy is the model of economic development that with low energy consumption and low pollution, low emission and high efficiency as the main features, and with less greenhouse gas emissions obtain larger output. Low carbon economy is a kind of relatively ideal economic development state, that is. in maintaining the sustainable economic growth, making the externalities to ecological environment smaller and reducing the dependence of non-renewable resources which make economy, society and environment in the state of balance coordinate and full of life. The development of low carbon involves three behavior corpus, that is local governments, businesses and consumers. In our country, low carbon development is faced with many practical problems, such as the imbalance of resource allocation and economic development level between regions, interest game between enterprises, the value orientation of the consumers and so on, which will give government challenge to make low carbon economy policy. Meanwhile, we have many problems to develop low carbon economy, for example, the coal-based energy and industrial structure are not reasonable, low carbon technical standards are lower and city high carbon way of life, etc. However, at present, our country formulate low carbon economy policy exist many problems of role positioning of government enterprises and consumers are not accurate, the mode of suitable for China's low carbon economy development is not clear, not fully considering the problems existing in the construction of our system, ignoring the external effects of low carbon economy, energy pricing policy is not reasonable and so on.Economic development needs the support of government policy. Low carbon economy as a new mode of economic development needs the world to prefect policy in exploring. China development should formulate low carbon economy development policy which accords with the condition of our country, make right role positioning to government, businesses, consumers, we should be clear the mode of low carbon economy development in our country: combine the market mechanism and the government behavior, the enterprise and the consumer joint participation, coordinated development between different regions. Perfect the system design which will support low carbon economy development, give full play to the functions of government, formulate rational energy prices policy etc.
