The development of high-tech industry has been the focus of all countries, the speed that the development of high-tech industry can determine a country's position in the international economic community, it can bring enormous economic benefits to a country, and it also can bring a range of development and growth of which related industries, Therefore, the research on high-tech industry is very important. This article is based on a large number of researches which by experts and scholars studied, and apply some theory related high-tech industry development as a guide, starting with the concepts of high-tech industry, and coincide with the characteristics of high-tech industry, following the requirements of the law, and then learn from the experience of foreign countries.by use of coefficient of variation method and linear weighted method.combined with the specific circumstances of Jilin Province, and established an index system to evaluate the development of high-tech industry, then come to the advantages of high-tech industry in Jilin Province and the problems, finally, put forward corresponding countermeasures.
