| Technical innovation is one of the most important ways to improve medium and small chemical enterprises'competitive power. By innovation, these enterprises will surely reduce their cost, increase their production and benefits, thus becoming bigger and stronger.By analyzing the enterprises' scientific and technological developing environment with mass data and a great many facts, the paper depicts the opportunities and challenges, with which the enterprises are faced due to the development of science and technology. It also deals with the concept and the types of technical innovation, thus reaching a conclusion that it is very necessary for these enterprises to enhance and manage innovation. The concept of innovation is further reinforced by acknowledging that technogical innovation, which is not just a technical activity, is different from technological transformation. This paper also probes into these enterprises' innovation capability and technical capacity. Innovation capability includes the investment, technology, equipments, persons with ability and marketing, while technical capacity includes the capacity of absorbing, applying and creating the technology. On the basis of the already stated theory and the case of Chuanrun Chemicals' technical transformation and technical innovation over double one-stage burning direct transformation, this paper analyzes the whole managing process, which includes analyzing the domestic market, product price, the programme and the finance, and the difficulties arise from the managing process and the measures to take to overcome these difficulties. Through immplementing technical transformation and technical innovation, Chuanrun Chemicals achieved the goal of increasing production, reducing energy consumption, widening the market, adding benefits, improving competitive power.
