The competency model has the special contribution to human resource management and has got the attention of many scholars and enterprises. Recently, the competency model is one of the critical issues on human resource management. In the times of knowledge economy, the enterprises which want to obtain economic benefit and enhance competence in fierce market competition depend on having a group of R&D personnel. In the view of this, the study discusses the competency model of R&D personnel, with 81 R&D personnel of information technology limited liability company in C Group becoming a study object to set up R&D personnel's competency model. And it will be applied in R&D personnel's recruitment in order to recruit many excellent talents into C Group.The paper can be divided into two parts:the document research and the application research of comptency model. In the document research, the theoties and development about competence and domestic and foreign research about the competency model will be dissertated systematically as well as the ways to set up the competency model. At the same time, research results which investigator can apply the competency model into recruitment are regulated and analyzed. The paper can explore a new visual angle which can apply the competency model into recruitment. The key point is to evaluate the candinates'competence objectively.In the application research of the comptency model, the paper collects the items of excellent R&D personnel's competence and compiles them into a survey questionnaire by means of document analysis, job analysis, senior manager speaking face to face, behavior event interview. Then the paper sets up R&D personnel's competency model in C Group with data analysis using SPSS. The R&D personnel's competency model in C Group includes five categories and eighteen compentence elements. It illustrates a simply application for employee planning, employee trainning, employee performance, employee payment, career management and so on.The paper's innovation is the way to apply the competency model into the key point of the enterprise recruitment. The candidates meeting the competence requirement of the positions can be selected into C Group with the help of post application form, behavioral interview, leaderless group discussion, speech and reference check basing on the eighteen compentence elements in the competency model. Finally, the paper will take the fuzzy comprehensive evaluation model to analyse the candidates'performance objectively in order that C Group can select the excellent R&D personnel meeting the competency model's requirements.
