Studies On China's Science And Technology Plan Fund Supervision Problems

The Fifth Plenum of the 17th Central Committee of the Communist Party of China (CPC) proposed that the advancement and innovation of science and technology was an important support for accelerating the transformation of economic development approach, to promote the development mainly by the progress of science and technology, improvement of laborer's quality and innovation of management thus to speed up the construction of innovation-oriented country. As the nation has attached more and more importance to science and technology in recent years, the input of science and technology fund increased dramatically. During the eleventh "Five-Year Plan", the annual growth of central fiscal science and technology fund was over 20% and the fund reached a historic peak of 189 billion RMB in 2010. Yet with the fast growth of science and technology fund, there are problems exposed in the use and administration of the fund and that has caused the public's attention.In response, relevant departments have taken great attention to that and issued measures to strengthen the use and administration of science and technology fund. As administrative department and centralized management department of science and technology plan, The ministry of science and technology(MOST) issued specific policies to enhance the use and administration of science and technology fund, and those policies include establishing fund supervision institution, arranging professional supervision staff, utilizing social intermediary organizations to participate supervision activities, comprehensively using various methods to solve problems involved with fund use and administration and with these efforts, a new science and technology plan fund supervision (STPFS)system is preliminarily established. The applications of these policies and measures has been playing an active role in ensuring the security and effect of the use of science and technology fund as a whole.However, during the practice of STPFS, there remained many problems in all respects. Although the attributes and severities of the problems differ, they all do harm to the security and compliance as well as the efficiency of the use of science and technology plan fund. The endless and repeated problems reflected the status quo and dilemma of STPFS. The thesis attempts to summarize main problems existed in current science and technology plan fund supervision system and analyze the reasons behind and learn western developed nations' supervision experiences so as to seek ways to enhance and improve STPFS.The thesis mainly include following contents:The first chapter is introduction.The second chapter is status quo analysis. In this part, the author first introduces some related government regulation theories, by introducing them, the author gain a broader horizon and a new perspective to the study on the STPFS, then the author analyzes the status quo of China's current science and technology plan fund supervision system, summarizes the accomplishments and drawbacks of STPFS.The third chapter is foreign country's experience introduction and use for reference. In this part, the author introduces USA's science and technology fund supervision system and its inspiration to our country.The fourth chapter is reason analysis and supervision mode thinking. In this part, the author uses systematic and comparative analysis methods to analyze the reason of the problems of STPFS at current stage, introduces three different supervision modes and utilizes Game Theory to prove the ineffectiveness of decentralized supervision mode and the effectiveness of centralized supervision mode. At the end, there is an example, in which the author introduces intermediary auditing of the process supervision of science and technology plan fund under centralized mode.The fifth chapter is measures to enhance and improve STPFS. In this part, the author proposes measures to enhance and improve STPFS at each phase of it.
