Study On Current Think-tanks Participation In The Administrative Decision-Making In China

Nowadays'think tanks(TT) refer to which developed after the country founding, self-financing, self-committing profit and loss, composed of multidisciplinary experts from the comprehensive policy research and advisory bodies autonomously, with independent, public benefit, non-profit and voluntary features obviously. Based on policy-theory, the TT undertake a comprehensive study, covering a series of policy process such as planning, design, analysis, evaluation, feedback to promote the scientific and democratization of public policies. Independence is the most striking feature of it if were compared to the official TT. Exclude the interference to policy research by the government, political parties, groups, and even the universities,TT's research was beyond the interests of the organs, groups, revealing outstanding independence and forward-looking.We are in period of the political, economic and social transition now, the friction between the new and old systems and the diverse trends of interests implemented challenges about administrative decisions-making. Our administrative decision-making procedures should be tended to more scientific, democratic and standardized during the construction of harmonious society and implementing the rule of law's concept. While the traditional administration thinking mode of official, semi-official TT resulted many drawbacks. Although the Chinese TT appeared later, theirs unique independence and flexibility is a useful addition to TT that within the system, also shows the significance in absorbing sounds of social and improving decision-making agenda extensively.Research of decision-making by TT has always been involved in the decision-making theory and the participation theory of academia, so, the article starting from the governance theory, modern democratic values and the theory of participation patterns, taking the operating state of TT which are surviving as an object, firstly retrospected the theoretical basis and national and international research profile of TT; secondly introduced the developmental hardness and the status of participation in about TT, as well as the particularity of the advanced experience by TT of western countries; followed by analysing the problems existing in TTparticipated in making decision and the may reasons; lastly proposed the perfect strategy on the basis of the consideration under political, social, ideological factors.Apart from improving mechanism of TT participating in politics, this article proposed a little advice on developing and improving civil awareness about TT.
