Research On Decision Making Ability Of Heilongjiang Provincial Administrative Leaders

The decision-making of administrative leaders is related to national governance and the management of social and public affairs.Its influence scope and importance far exceed that of decision-making in general areas.With the continuous development of democratic politics and the rule of law,the functions of State Administration are gradually expanded and complicated,resulting in new decision-making knowledge and decision-making theory,and increasing administration.It is more difficult for leaders to make decisions,and the decision-making ability of administrative leaders is more important.Therefore,improving the decision-making ability of administrative leaders is one of the effective measures to strengthen the level of national governance and improve the efficiency of administrative management.Heilongjiang Province is in a period of comprehensive revitalization and all-round revitalization.Local governments should play an important role in this process.The government's decision-making in various fields directly affects the process of Heilongjiang Province's reform.The decision-making ability of administrative leaders is related to the correct formulation and implementation of decision-making.Therefore,it is necessary to pay attention to the decision-making ability of administrative leaders in order to revitalize them in an all-round way and improve their administrative efficiency and execution.Based on bounded rationality theory,strategic management theory and effective decision-making theory,this paper subdivides the decision-making ability of administrative leaders,focusing on three aspects:democratic decision-making ability,scientific decision-making ability and decision-making ability according to law.It studies the decision-making ability of administrative leaders in Heilongjiang Province by means of literature research,case analysis and comparative analysis,and makes a detailed analysis of Heilongjiang Province.The problems of administrative leaders in decision-making.Although the decision-making ability of administrative leaders in Heilongjiang Province has been improved to some extent,there are still some problems,including the ability of democratic decision-making,scientific decision-making and the ability of decision-making according to law.The main reasons for these problems are the bad psychological influence of administrative leaders in decision-making,the limitations of decision-making ability and the lack of comprehensive quality.By consulting a large number of documents and materials,we can learn from the advanced experience of improving the decision-making ability of administrative leaders at home and abroad,such as the establishment of democratic decision-making mechanism by the United States Government,the establishment of collaborative public decision-making system by the British Government,and the establishment of diversified consultation system by the Japanese Government.It is concluded that administrative leaders should enhance their awareness of democratic decision-making,enhance their comprehensive ability of decision-making and supervise them.Finally,according to the actual situation of the administrative leaders in Heilongjiang Province,this paper puts forward some countermeasures to improve the decision-making ability of the administrative leaders,including improving the democratic decision-making ability of the administrative leaders,enhancing the scientific decision-making ability of the administrative leaders,and enhancing the decision-making ability of the administrative leaders according to the law.
