Research On The Synergetic Degree Of The Technical Innovation Subjects In The Industrial Technology Chain

At present, the industrial chain has played a more and more important role in promoting the economic development. But due to the lack of technical support, the progress of industry development in our country is slow. At the same time, the misdistribution of scientific research strength between the enterprises and the research institutes cause the phenomenon of production and technology "two skins". The enterprises and government have realized that, and have begun to take measures to promote the cooperation between the enterprises and the research institutes, in order to make the technical chain support industrial chain, and make the industrial chain promote the development of technical chain. The innovation project of the implementation of the industrial chain is funded by Sichuan provincial government, and is participated by the leading enterprises and related research institutes joint from eight characteristic advantage industries. Among them, the enterprise is representative of the industrial chain interests, and the research institutes are representative of the technical chain interests. Due to the different interests, conflicts are inevitable in the collaboration and that is not conducive to the project's implementation. Therefore, the synergism of the industrial technology chain in technology innovation project, the analysis of the main factors influencing the synergism, and the put forward of the countermeasures solving the existing problems, can make us have an understanding of the present situation of the subjects and can guide the enterprises, institutes to cooperate better. The main contents of this paper are as follows:Firstly, the synergy of industry chain and technical chain is after all the subjects' collaboration of the industrial technology chain. Based on the references related to the theory and the literatures, the analysis of subjects' synergy in the industrial technology chain includes two aspects:synergetic mechanism and synergetic influencing factors. The paper splits the synergetic mechanism into dynamic mechanism, input mechanism, operation mechanism and the interest-distribution mechanism. In order to realize the synergy goal, the four mechanisms have mutual cooperation and mutual coordination. And the factors are divided into three parts:the relationship capital, project management and environmental factor.Secondly, based on the references related to the theory and the literatures, the evaluation index measuring the subjects' synergy in the industrial technology chain is constructed. In this paper, the measurement of the subjects' synergy in the industrial technology chain is mainly from the relationship capital, project management and environmental factor. Thirdly, the model measuring the subjects'synergy in the industrial technology chain is constructed based on the relationship capital, project management and environmental factor, and take an empirical research about the implementation of potato industry demonstrative project in Sichuan province. In the empirical research, have a text of reliability and validity of the index system, determinate of the relative weight of each index, and make an analysis based on the data by using the evaluation model of the composite system synergy degree.The conclusions from the empirical research are as follows:(1)The contribution of each sequence parameter from each subsystem to the subsidiary system has a varying degree improvement from the early to now. (2)From the comparison of the ordered degree value, it can be seen that the project management subsystem sequence parameters is the lowest. And in the project management subsystem, the order degree value of fund management and intellectual property rights management are lower than that of the organization management. That indicates that a bigger divergence exists between fund management and intellectual property rights management. They are the main factors influencing the subjects'synergy in the industrial technology chain. (3)The orderly degrees value of single subsystem does not reflect the synergetic degree value of the whole system. The synergetic degree value of the whole system is affected by the common effect of multiple subsystems. According to the conclusions, several suggestions are as follows: change the present way of funds management. The funds should be directly transferred from the government to the subjects, not through the enterprise; further make the intellectual property management approach perfected and refined, to promote the cooperation enthusiasm between the research institutes and the enterprise; strengthen the communication between partners and establish an effective communication mechanism; strengthen the role of government in the project implementation. Except to formulating relevant support policy, the government should still strengthen the supervision of engineering; in order to promote the cooperation enthusiasm of the scientific research institutes, the enterprise should take corresponding penalties and rewards practically.
