An Empirical Study: Establishment Of Patent Early Warning Evaluation Index System

There are more and more enterprises pay its attention to patent early warning based on the guidance of national policy and the needs of the enterprises. This paper summarize the research results with the literatures,and found that theoretical research about patent early warning is reach, but it's Lacking for empirical research of patent early warning. Based on the above situation,the study explained scientifically about the framework and main content of patent early-warning system. This main content includes concept of patent early warning,basic elements of patent early warning, details of patent early warning and its functions. Based on theory research,the Balanced Scorecard is brought in when selecting indicators and setting principle and index system for patent early warning.This paper establishes an enterprise Patent warning evaluation index system which involves four-dimensional factors: innovation ability, market competition,human resource and regulations. This indicators system is made up of nineteen indicators and includes some factors improved by considering the data available and using indicators of enterprise innovation ability. Computing weight of indicators uses Principal Component Analysis(PCA).Finally,we did a empirical research with the information and data from six stainless steel listed company for Patent warning evaluation index system,and then gave a score and ranking about enterprise patent risk. While contrasting with the enterprise situation and detail information, we found that the early warning result is suitable.
