With the gradually slowdown of the voice revenue, the information services has been one of the most important business. The development of social information has resulted in the change of customer need on information services. The integration of service capabilities has become more and more necessary. ICT Services,as the convergence of IT service and telecommunication service, will have a greater development potential and market space,because of their adaptation to the change of customer need. In order to success in the ICT service market,many operators at home and abroad have achieved many innovations and efforts on the exploration of product structure, operating model and organizational structure. And the experience is worth learning for China Mobile. As a newer in the ICT service market, China Mobile is facing a great gap in operational capacity, industrial cooperation, and the construction of channels. How to find a effective way for China Mobile to develop the ICT services will be the focus of the paper.Through the research of many literatures and cases, the paper will firstly discuss the integrated background of operators in the ICT market, and then focus on the redefinition of ICT service and the difference between ICT services and traditional telecom services. Then, the paper will come to the analysis of the operating environment and business situation, in order to find the problems on the aspect of product, management, cooperation and channel, which is hindering China Mobile's development of ICT services. After that, the paper will spend lots of pages to analysis the experience and enlightenment on the construction of product,operate modes and organizational structure optimization, from the aspects of domestic and foreign telecommunication operators. After the mining of problems, and the experience analysis, the paper will find out the way of China Mobile to realize the value of ICT services, based on the theory of Value Network. Finally, the paper will give some meaningful advices and strategies with respect to business support, industrial cooperation and marketing.
