Performance management is one of the important tools in current human resources management for enterprises. Nowadays the state-owned enterprises of China, especially in the communications sectors have recognized its main impact on communications sectors. But there are still o lot of misunderstandings and problems which load to not good effect in certain implement and operation. So we should recognize the problems of performance management, according to the situation of company, we reconsider and rebuild the system of performance management which is fit for development of the company.Based on the present situation of my company's performance management and the loose connection between theory and operation, the paper try to design a system of performance management, by the system we can evaluate the performance of the staff fairly and inspire them to retain, and use the best staff.The paper points out that there are problems in performance management. The target of assessment is not reasonable. The index of assessment is not suitable. The performance management cannot use the result of assessment fully. The company cannot provide matching support of the performance management also. The paper is tried to solve the problems through rebuilding a system of performance management. The company learns from other companies which succeed in building such system. Then according to the different demand of different position the company is build a fair and justice system of justice. The company implement the practically and effectively.
