The foreign scholars have studied the organizational politics in 1960's. But the difficulties of measurement and empirical study made it develop slowly. Until 1980's, the perception of organizational politics (POP) became the analytical tool to research the organizational politics, which was operational and measurable. It boomed again. With the development of job engagement, more and more researchers paid attention to the relationship between POP and job engagement. Because of the difference of the definition, model and method, there is no consensus in academic. Especially, there is no empirical study for specific groups yet.The insurance sector developed and expanded fast in China in the last 20 years. Until 2008, the financial crisis led its performance decline. And the insurance employees'mentality fluctuation was great. These all attract us to research deeply.This paper focuses on the insurance employees as the objective, POP as the core, and positive organization behavior as the perception, studies the relationship between POP and job engagement. At the same time, it analyzes the regulating role of job insecurity in this relation. At last, it provides the suggestions to reasonable control the POP and improve the job engagement.This paper is divided into three parts. In the first part, review the theories of POP and job engagement, construct the models and hypothesis, write questionnaire and explore the POP multi-dimensional structure. The second part, do the correlation and regression analysis, analyze the situation of POP and job engagement for insurance employee, compare the difference of POP by the demographic characters, analyze the relationship between POP and job engagement in different dimensions, and verify the regulating role of job insecurity in this relation. In the third part, provide the proposals to reasonable control the POP to enterprises, managers and employees.The main conclusions of this paper are:first, POP structure for insurance employees includes development behavior, interpersonal behavior and self-benefit behavior; second, different demographic variables have impact on POP; third, there are significant correlations between POP and job engagement; fourth, job insecurity plays the regulating role in the relationship between POP and job engagement, qualitative insecurity impacts on it significantly. The high qualitative insecurity will aggravate POP negative effect on job engagement.The principal innovations of this article are:first, describe the relationship between POP and job engagement; second, verify that job insecurity is the moderator in the relation; third, provided the reasonable proposals of controlling the POP, thereby enhancing job engagement.
