The Research Of Power Plant Construction Project Lcc Post-Evaluation

Related to power plant construction projects in recent years after the evaluation has been a lot of research, but because of power construction projects in China started late after the evaluation, theoretical system is not perfect, evaluation theory and method remains to be continuously strengthened and developed. The power construction project has its own characteristics and requirements, therefore, to strengthen the power construction project evaluation study is very necessary. Power plant construction have been completed the evaluation of scientific projects, sum up experiences, lessons learned, clarify the responsibilities and power plant projects in the future to continuously improve decision-making and management level, so the best allocation of limited resources, these are China's current power plant construction requires special attention.In this paper, the characteristics of power plants construction projects, based on the life cycle cost (LCC) theory, through project planning, decision making, design, construction, operation and maintenance until the whole process of decommissioning cost analysis of the construction project of power generation enterprises evaluation theories and methods to add and improve, especially in the post-project financial evaluation of the economic part of considering how to introduce the idea and meaning of LCC and LCC into the project compared with conventional post-evaluation in the evaluation of ideas, content indicators, data values, such as the difference of evaluation findings. Overseas experience has shown that LCC could save a lot cost for the enterprises, and significantly improve the efficiency of economic benefits. Because the production preparation and the post-evaluation are the main stage of asset life-cycle management, it is necessary to introduce life cycle cost concept into the project post-evaluation.The main contents include the following four parts:(1) The main use of the logical framework of the current commonly used method, comparison, successful degree method and integrated method of evaluation index system of power plants construction project from the project construction process, effectiveness and efficiency of project construction, project impact and sustainability of project objectives achieved after four aspects of evaluation.(2) The effect of focusing on evaluation of the project objectives and content to LCC theory building power plants after the construction project financial and economic evaluation index system, and to explore the theory of power plants using LCC construction projects after financial and economic to consider when evaluating specific issues.(3) It generating companies with specific post-construction project evaluation and comparison with conventional methods and life cycle cost of two power plants under construction project on the evaluation results of the differences.(4) The conclusions and recommendations.The attempt to introduce LCC concept into the power plants construction project post-evaluation is reasonable in main direction. But because of the limit of time, energy and ability, the research for the problem is still easy. The real example analysis is only a validation of the research, still could not be practiced into reality. It still has a long way to go.
