Industry is the foundation of national economy, driven by the rapid development of national economy; the industry has achieved rapid development. As China's leading economy province, Shandong's industry has got sustained and rapid development. At the same time, there are a lot of problems, such as irrational industrial structure, energy consumption, low resources utilization and environmental pollution, technology innovation ability are relatively weak, which have serious impact on the environment, economic and social sustainable development, hinders economic fast pace. Therefore, vigorously promote energy conservation and emission reduction, raise resource utilization rate, reduce pollution emission, adjust industrial structure is the urgent strategy in the process of industrial development of Shandong province. The evaluation to efficiency of energy conservation and emissions reduction of industry is to promote industrial enterprises in Shandong province in quickening the development of environmental protection and economic friendly of the infrastructure work.This research firstly summarizes efficiency evaluation of energy saving and emission reduction related theories and research methods, and on this basis, takes the way of comprehensive descriptive statistics, model building and empirical analysis method, analysis the present situation of energy saving and emission reduction in Shandong province, establishes the efficiency of industrial energy conservation and emission reduction unique based on the evaluation index system and energy saving and emission reduction efficiency evaluation model based on unexpected generate. Through the efficiency of energy saving and emission reduction evaluation model, the thesis researches energy saving and emission reduction trend in Shandong province, according to the evaluation results analysis the potential of energy conservation and emissions reduction segment, and on this basis, looking for countermeasures to improve the efficiency of the energy conservation and emissions reduction in Shandong province.This study in the process of building model is leaded by the effectiveness theory of DEA, with the Archimedes infinitely smallεinto the CCR framework search-evade antagonistic, introducing the unexpected output indicators processing method based on the expectation, constructing the CCR model output.Through study, the thesis gets following research results and conclusions.Firstly, establish unique energy conservation and emission reduction efficiency evaluation index system, through comparison of DEA basic model, selecting CCR model suit for this study as the building foundation of energy saving and emission reduction efficiency evaluation model. Combined with the input and output process of energy saving and emission reduction, compare of the unexpected output four kinds of processing method, choose pollutants input method, the thesis built industrial output efficiency evaluation model based on the expectation of energy saving and emission reduction.Secondly, through analysis to energy saving and emission reduction efficiency and development potential of the city in Shandong province, this thesis summarizes the main reason that restrict the efficiency of energy saving and emission reduction in Shandong province is low technology efficiency and unreasonable industrial structure. Then the author points out the key work segment of energy saving and emission reduction, and gives countermeasures about promote Shandong province's energy saving and emission reduction measures from the technical innovation, the industrial structure adjustment and policy system consummation aspects.This innovation of this study lies in: firstly, introducing unexpected generate theory to the model of energy conservation and emission reduction efficiency evaluation, the process of the construction of the energy saving and emission reduction and economic benefit of the original combining efficiency evaluation model is optimized, establish a suitable measure of energy conservation and emissions reduction in Shandong province industrial efficiency evaluation model. Secondly, according to energy conservation and emission reduction SPSS segment the overall efficiency of the clustering of Shandong province, classified research the key work of industrial energy conservation and emission reduction, which has certain directive significance to other areas on the arrangement of energy saving and emission reduction.Thirdly, This research based on the game theory, constructing the dynamic game model of energy saving and emission, and determines the effective government supervision and punishment mechanism. Finally, this study different from traditional policy research lines, not directly give the policy to solve problems, but from the Angle of policy instrument to study how to promote the effective implementation of existing energy conservation and emission reduction policy, and provides the technical support to the implementation of the policy system.
