Promoting the peasant workers to pay fees of endowment insurance, transferring and continuing smoothly is the inevitable requirement of supporting vulnerable groups to spend their later years safely, so is the requirement of harmonious society.Generally, based on"temporary method", the government should continue to improve measures about the peasant workers'endowment insurance transferring and continuing, such as eliminating identity difference, making pension treatment more fair and improving guarantee. First, the government should eliminate the obstacle of household registration, build uniform endowment system all over China and flexible payment for the peasant workers, this will make more peasant workers participate endowment insurance and enjoy pension treatment.
