Along with our country socialist market economic system gradually established, the social security system and the social credit system, as two pillars of market economy, not only supporte the stability and development of market economy, but also sustain social economic security system.In the process of China's reform and opening, social security reform and system construction is the important content, and is the basic system security which make the whole reform career smoothly and nation developmently. Social security system is the indispensable part of market economy, and our country in its field has made some progress, but it is not perfect, especially in rural workers' social insurance system.Rural workers are the special group of our country's economic social development. Because of history and realistic reasons, rural workers'social insurance rights has not yet reached its due degree, especially social endowment insurance.In 2009 our country issued measures about migrant workers participating in social basic endowment insurance, and the state council implemented provisional measures on basic endowment insurance relations transferring-receiving of town enterprise workers in 2010, which put forward the basic endowment insurance rural workers' ways of transferring and have a great significance.Although our country gave different transfer methods for migrant workers'primary endowment insurance in the form of legal documents, it is clear to realize there still exist problems, and therefore resulte from actual problems that is fifficult to transefer in real life when faced with this policy.Compared with foreign social endowment insurance, the rural workers'endowment insurance of our country exist many problems in management aspect which performance a inertia of the planned-centralized economy system and organizational management mode is still the planning organization management mode.The current social endowment insurance management mode bound transeferring-receiving work of rural workers'endowment insurance. It is that disunion of right and responsibility on organizaional sructure,imperfection of regulation and policy,diversity and Low hierarchic of overallplanninglevel,expression incomplete of supervision mechanism,game playing between risk and value and appreciation,unable sharing social endowment insurance information among different regions. All of these impact transferring-receiving work of rural workers'social endowment insurance in different regions.This paper reviewed different endowment insurances and organizational management modes since the founding of new China so as to determine different characteristics of these endowment insurance organization management modes, and using the organization management theory and welfare economics theory to analyze theoretical roots.This paper think that "centralization" organization management mode which formed in planning economic system is the main reason of actual problems of tranceferring-receiving work of current rural workers'endowment insurance. Centralized organization management mode made obstruct of overallplanning regional interests, and is lack of market sensitivity to have the risk of existing value, and lack of necessary external supervision because of mainly on internal supervision. In the endowment insurance code policy formulation, centralized organization management mode is top-down rather than stakeholders formulated jointly participate. In the management of the ruual workers pension funds, centralized management mode go against keep or rise value.In view of difficult work to transfere and recieve of China's current organization management mode for the peasant worker's endowment insurance. This paper will design sutable management modes to transfer and receive rural workers'endowment insurance, compared several foreign successful organization management modes, combined with different characteristics of transferring, based on sustainable development and affordable principle.Innovation of this paper is to explain the reason of actual dilemma of trancefering-receiving work that is management mode in different regions through macroscopic view. And then design a trancefering-recieving management mode of rural workers'endowment insurance which have certain pioneering and forward-looking. This research will has certain reference significance for different regions rurual workers'endowment insurance transferring-receiving work.This paper have five parts. The first part is introduce. The second part is management mode theory basis of transferring-receiving work of social endowment insurance;The third part is comparative analysis of management modes of foreign rural workers'tranceferring-receiving of social endowment insurance;The fourth part is different management mode choice of rural workers'transfering-recieving of endowment insurance; The fifth part is conclusion.
