This article starts with deep research of China's marine fishery background and current developing situation, summarize results, identify problems, points out the decline of marine fisheries resources in the grim reality, the shortcomings of China's marine fisheries policy development and implementation and U.S., EU, Korea and other countries's the outstanding marine fisheries policy, discusses the necessity and importance of China's marine fishery police transfer.Next, the article introduces the theoretical basis of this article detailedly----- Policy transfer theory, including the concept of defining, related concept discrimination, policy transfer's conditions,type and way,and the general analytical framework for policy transfer. Based on this, introducedf the third part of the article. Policy transfer theory combines with status of China's marine fishery development.The paper takes the various elements of the general analysis of policy transfer theory as independent variables,including the impact of factors, key actors, transfer objects, transfer process of China's marine fishery police transfer,and the policy transfer itself as the dependent variable to concretely study our country sea fishery policy realistic question.Finlly, In the foundation of analyzing our country's sea fishery policy transfer variable ,the paper researches objective system and the strategy which realize China's marine fishery police transfer.
