Shandong is a major exporter of agricultural products and the agricultural exports in some areas of Shandong Province has become the main economic pillars. The increase of agricultural products export plays a significant role in boosting the rural economy and incomes. However, there is a big agricultural product quality safety hazard caused by the small and scattered production and management pattern of crops, high proportion of backyard households, many links in the production, processing and marketing chain, the difficulty in implementing standardized production and regulation; the imperfect of agricultural quality standards, technical support system, supervision system and inspection system. The export of agricultural products is severely affected. Especially in the dawn of the world financial crisis, the developed countries take trade protection measures and set trade barriers on the grounds of quality safety and public safety one after another in order to protect its agricultural production and economy. The increasingly fierce international competition and rigorous technical trade protection measures make the export of agricultural products in Shandong Province face increasing challenges.In response, promoting the regionalization management of quality safety of agricultural products and construction of demonstration area for quality safety of export agricultural products is the key in getting through the international market. It strongly promotes the improvement of the quality safety level of export agricultural products, enhances the competitiveness of export agricultural products and boosts the steady growth of agricultural exports. The quality safety management of agricultural products has made significant progress. It still cannot adapt to the increasingly fierce international market competition based on quality safety of agricultural products. In the future, the various impact of foreign"technical barriers"and"green barrier"on China's export agricultural products will become increasingly prominent. So strengthening quality safety management of agricultural products is of great urgency and is an actual selection at the crucial stage. The quality safety problem of agricultural products has become the key factor affected the international competitiveness of agricultural products of Shandong Province. It directly impacts on international trade and international image. It is the major issue that we must face and solve urgently.Based on Shandong Export Agricultural Products Quality Safety Management and by the methods of case analysis, document analysis and survey research, the article compares the pattern and experience of the quality safety of agricultural products in developed countries, lists the typical practice of regionalization management of quality safety of export agricultural products in Shandong Province and construction of Zhaoyuan demonstration area for quality safety of export agricultural products, and analyzes the current situation of Shandong export agricultural products quality safety management. Through researching quality safety management of foreign agricultural products, combining with the development process of agricultural products in Shandong Province and the research and analysis of quality safety management status and problems, and drawing lessons from quality safety management experience of foreign agricultural products, the article puts forwards the strategy of improving the quality safety management of export agricultural products in Shandong Province. Present, we should focus around the following five areas: First, we should establish and perfect quality safety system and uniform quality standards; Second, we should establish risk assessment mechanism and preventive measures; Third, we should improve and standardize the quality safety certification of agricultural products; Fourth, we should tighten inspection and quarantine system and strengthen supervision process; Fifth, we should strengthen policy support, govern illegal behavior according to the law, thus rapidly improve the quality safety condition of Shandong export agricultural products and provide guarantee for generally improving the agricultural products quality safety in Shandong Province. So that we can establish export agricultural products system in line with international standards, improve the quality safety level of agricultural products and promote and increase export of agricultural products in Shandong Province.
