This thesis mainly studies on the effect of Labor mobility and transfer on Shandong's Economic Growth based on the Framework of Classical Economics as representative was Adam Smith. Taking advantage of labour resources superiority and promoting allocation efficiency of labour resources are vital significance to sustainable development of Shandong Province.This thesis first investigates the relationship between economic growth and labor mobility, although the theoretical study has been very in-depth, the calculation method has lagged far behind, severely restricted empirical research.The thesis describes the evolution of Shandong labor mobility and transfer since 1978 of different period and various years, and discovers that the effects varies distinctly among them and the effects is not only an important factor of economic growth but also is affected by it. Labor mobility and transfer distributes 17.4% to Shandong 1978-2008 economic growth, and 41.5% to 1978-1987 and 24.1% to 2002-2008.Finally, the thesis analyzes main questions which affects Labor mobility and transfer and proposes to promote Labor mobility and transfer of human resources, that is, promoting labor division in organizations to enhance productivity, a long-term stable development, enhancing employent rate and reducing unemployment rate, enhancing of starts an undertaking, enhancing labor's flows and shift from the primary industry to second and tertiary industry, and so on.
