| Passenger dedicated lines (PDL) construction is characterized by its complicated techniques, high standard and vast scale, and in China there is still not mature experience in its design, construction and supervision, while foreign supervision is an effective solution to overcome key techniques and complicated problems in PDL construction, and to improve management. Foreign supervising engineer (FSE) is a span-new foreign supervision pattern introduced into PDL construction, in which FSE is responsible for all supervision in a project, and is supposed to be highly qualified and capable. However, there is still not a pertinent assessment system for FSE in China, which is the focus of this thesis.The function and responsibility of FSE is first analyzed based on the connotation of construction engineering supervision, FIDIC clauses and its economic principle, and the characteristics of FES are concluded from the status quo and problem of FSE in domestic PDL construction, afterward the necessity of assessment of FSE is presented.Base on analysis and comparison of design idea, design rules and current practice of FES assessment system, it is summarized that FES assessment is a multi-criteria and multi-level problem, and an assessment system combining analytic hierarchy process (AHP) and fuzzy comprehensive evaluation is proposed. The idea of the proposed method is to normalize the scoring criterion of AHP with the results of fuzzy comprehensive evaluation, thus the advantages of both methods are synthesized, and it is made sure that the system is precise, authoritative, practical and responsive in feedback, after that the modeling, scoring criterion of each assessment index is discussed in detail. Finally, the proposed assessment system is testified in the FSE assessment of Harbin-Dalian PDL, and its effect in practical application is verified, and the application and feedback scheme of the assessment results is also discussed. |
