| The rise of low-carbon economy has brought many challenges to the future development of power industry. For electricity transmission and distribution, energy-saving scheduling and smart grid are the main ways to reduce carbon emissions, which imposes new requirement on the new round of power investment and construction. Post-evaluation of grid construction projects should keep following this trend.After discussing the basic theory of general project post-evaluation, this paper focused on the main content of power transmission project post-evaluation, and briefly discussed the new requirements of power transmission project post-evaluation under the low-carbon development needs . This paper took Shenzhou 220KV Power Transmission Project as an example, established a comprehensive post-evaluation index system of power transmission project; built up a comprehensive post-evaluation model of power transmission project; evaluated in the aspects of project implementation process, economic benefit, environmental impact and social benefits; and proposed recommendations for improvement to the evaluation results and future work. This paper not only extended the basic theory of post-evaluation of transmission and transformation project , but also provides a reference to power grid construction project-related investment entities and stakeholder for thier management and decision-making. |
