Post project evaluation is an important part of project management, the final part ofproject of infrastructure procedures and the realization and effective means ofconventional methods of science degree evaluation project execution, object, purpose,effect,and efficiency. Mainly using the method of quantitative analysis and qualitativeanalysis, it is a kind of technical and economic activity aiming at the system life cyclewhich has been completed and put into operation the project objective, scientificanalysis and evaluation. According to statistics by the end of2011, it shows power generation inChina reached4.72trillion million, for the first time China passed the United States,ranking first in the world; Transmission lines in China220000kV and above the looplength of480000km, substation equipment capacity reached22million KVA, grid scaleranked first in the world. With the UHV, inter-regional power grid, the regional andprovincial power grid network, urban and rural distribution network construction as a whole, the grid structure in China has been significantly improved, power supplycapacity of urban and rural power grid is enhanced significantly, the power universalservice level improved significantly, greatly improving the residential electricityconditions. Although the construction of power grid in China has made brilliantachievements that attract worldwide attention, in accordance with the "economicdevelopment, the basic law of the development of electric power shall first", frommeeting future objective situation and the reality of the rapid development of theeconomic society requirements analysis, with the development of the thermal power,hydropower, nuclear energy, wind power, solar energy, biomass and so on, the powerdistribution of speed, power grid backbone weak problem will become more prominent,long distance, large capacity power grid transmission capacity faces challenges,andstrengthening the power grid structure, enhancing the transmission capacity, improvingthe reliability and stability of power grid operation and easing the power supply deliverypressure are still the current problems of power grid construction of universal andrepresentative. Therefore, it is a pressing matter of the moment to speed up the construction of smart grid. Power transmission project which is an important part ofpower system plays an important role in power transmission, transformation,distribution, supply, with higher voltage levels, power supply range more widely, theinfluence degree of surface features and greater impact.220000power transmissionproject with high voltage, high technology content, long conveying distance, powerconsumption of small, fast response, good controllability, flexible operation and othercharacteristics, the construction of power grid in China has acted as the absolute mainrole, play a irreplaceable role, and has become an important support comprehensiveChina State Grid Corp to build a strong power grid.The unit of Shuangyashan Electric Power Bureau is a China State Grid Corpexecution unit, shouldering the strong power grid in Shuangyashan power supply regionof22400square kilometers, in the period of "fifteen","eleven, five" and at the end of the"Twelfth Five-Year Plan", the completion of each voltage level transmission andsubstation project reached nearly40, among which there are eleven projects of220000power transmission. Found in the implementation of the construction, power supply enterprises always pay more attention to power grid construction, rather than postproject evaluation approach that has been unable to meet the practical needs. Thepower grid construction project post evaluation requirements become more and moreurgent. Therefore, this paper chooses a representative in the power grid construction ofkey projects--the backbone of TB220kV power transmission construction project asthe research object, research results not only provide the countermeasures and ideasto promote the scientific development of the power grid construction project, but alsovery important reference value, also important to promote sound and rapid economicdevelopment of Shuangyashan city.The implementation of the project actual effect isobvious, the targets are to achieve the desired, and achieved good economic benefitand social benefit, the structure of main regional power grid can be effectively improved,a substantial increase in transmission capacity, power transmission capacitysignificantly increased, the reliability of power supply and power grid stability improve,power card neck problems are completely solved, the positive to alleviate the localpower supply delivery pressure, which has made great contribution to promoting the local economic construction.
