With the national economic and social development, the demand for power is increasing rapidly since the advent of the new century.As a national important basical energy industry and utilities, electric power industry ushered in a new round growth stage. In the electric power industry vigorously developing situation, on the one hand, we should strive to open our power market and broaden the financing channels, On the other hand, we should reduce the throttle to improve the power construction funds utilization rate and strictly control the electricity engineering cost. At present, there are many problems in electric power construction projects engineering cost management and "SanChao" (budget estimate exceeds the estimation, the budget exceeds the budget estimation, the final accounts budget exceeds the budget) phenomenon always exists, which far lags behind the international advanced management level. Therefore, our country put forward higher requirements in electrical engineering quota management, electricity engineering cost management, power construction fund use efficiency in order to ensure healthy and stable development in the power industry . For power engineering design units, how to effective control electricity engineering cost according to engineering budget analysis in electrical engineering design has become a hot issue in the electric power construction industry.This paper studied around the Nanhu power project based on the reality of cost control in power engineering project design phase.On the basis of the introduction of project cost management theory and engineering cost control theory, this paper researched on the project cost control in design stage of power engineering project. Combining with Nanhu power project, this paper used fuzzy AHP to the power project design scheme optimization and the method of comparative analysis was used to compare project design phase budget between this project and the typical project.Then, the reason for cost difference between this project and typical engineering was given, and the engineering cost control measures in the project design phase was proposed for the project decision-making.
