With the thirty years of reform and opening up, insurance business turns over a new leaf and developes gradually from small to large. Today, as one of the three financial backbones, insurance grows rapidly by the speed of 30% and becomes the major part of the modern financial system and social security system, full of energy. At present, insurance in China is experiencing rapid changes and tough competitions. Enterprises management are facing more and more challenges and impacts, like marketing environment, competitors, talent contest etc. Scientific performance management system not only can help to improve the self-management and continuous operation capacity, but also can achieve strategy aims and cultivate core competitiveness. Therefore, it has significant meanings to build up scientific performance management system.The article analyses the strengths and weaknesses of the current performance assessment system and locates problems and also the causes. Since the assessment target is not easy to break down and the assessment data is not easy to obtain, the insurance companies studies the performance management system based on the use of BSC and related HRM theories. Absorbing foreign experience and with our national conditions, they would like to make it suit for our own enterprise conditions. The article will analyse the basic program of introducing BSC and also the specific steps of implementing BSC. Summarize the key points of its success to reach a practicable way of promoting BSC in order to work out problems like behavior a lot, company strategy cannot easy to accomplish etc and to improve its core competitiveness.
